Not at all, I think the civilians are wonderful and the walking cavalry are so much more interesting because they are interacting with the civilians, being handed loaves of bread and mugs of ale.
Maybe they're intended for Napoleonic times but I think they are much more versatile. The shopkeeper in the apron (or is he the baker of the bread) with the boy on his shoulders could be watching Monty's tanks roll by. The woman in traditional dress is timeless. I can see the man waving his hat standing on the Royal Mile watching Bonnie Prince Charlie's entry into the city, same goes for the woman with the ale mug but she could pass for an Elizabethan Brewster, maybe even Medieval.
I don't know enough about civilian fashions through the ages to be too picky about details so these are multi purpose figures to me.
