When you start gaming I recommend you buy Force on Force. It's not free and not even that cheap but you can probably find a used one on Amazon. However it is the best thing out there for realistic and fastpaced simulation of combined arms battles in the modern world.

I believe these free game rules are licensed under fair use laws, so you can modify them but not repackage them and sell them commercially. Just a tip 8)
