Rome is not too good for hobby shops, there is one near Termini I seem to remember, but I never finally got around going.
Where I did see some is in the Porta Portese open market, which is only on Sundays. It is full of handbags and imitation cloth, but if you walk all over it, going up where there is a small plaza where art dealers normally are, I found a guy who sold soldiers, old 1/72 kits, etc. Sadly I already had all the miniatures he was selling (mainly Esci napoleonic stuff) but I did buy some 1/72 model kits very cheap. Maybe with a bit of luck you can find what you search.
